proposals set forth in the despatch from the
Acting Governor
Hong Kong
recommending
the Acting
to Government before
I left the colony. The letter of the Doves to the
Colonial
dated the 30th March, which is the date
of my departure.
The scheme is the result of prolonged
negotiations with the parties concerned
and I consider that the arrangement arrived at
is reasonably
advantageous.
It is expected that the Company
will grant the Government the right
of the Colony
to require
them to remove their
